What Are EPR Fees?

Extended Producer Responsibility (EPR) fees are charges imposed on businesses that produce or sell packaging materials. These fees are designed to hold producers accountable for the environmental impact of their packaging waste, encouraging them to adopt more sustainable practices. This document provides base fees for year 1 (2025 to 2026) of the EPR for packaging scheme, charged by PackUK (the Scheme Administrator). The fees cover PackUK costs and provide local authorities with additional income for recycling and disposal of waste packaging materials.

Note: These do not cover registration fees paid to environmental agencies or costs for meeting packaging recycling targets.


How Are EPR Fees Calculated in the UK?

1. Packaging Material Types

EPR fees are calculated based on the type and weight of packaging materials you place on the market. Materials are categorised differently, with higher fees for materials that are harder to recycle. Here are the base fees for 2025-2026:

  • Aluminium: £266 per tonne
  • Fibre-based composite: £461 per tonne
  • Glass: £192 per tonne
  • Paper and card: £196 per tonne
  • Plastic: £423 per tonne
  • Steel: £259 per tonne
  • Wood: £280 per tonne
  • Other: £259 per tonne (e.g., bamboo, ceramic, copper, cork, hemp, rubber)

The fees are rounded to the nearest £1. Invoices will be based on fees rounded to 4 decimal places.

2. Volume of Packaging

The more packaging you produce or sell, the higher your EPR fees will be. Businesses must report their packaging data annually via the Report Packaging Data (RPD) online portal, and fees are calculated based on the total weight of packaging placed on the market. The base fees use packaging tonnage data submitted for the full 2024 period as of 9 June 2025, with adjustments applied.

3. Recycling Costs

EPR fees help cover the costs of collecting, sorting, and recycling packaging waste. These costs vary by material and the recycling infrastructure available. Materials that are more difficult to recycle typically incur higher fees due to the extra processing required.

4. Packaging Activity, Type & Class

Packaging activity is how you supply packaging, type is where it ends up (household, non-household, etc.), and class is its role in the supply chain (primary, secondary, shipment, or tertiary). Fees are calculated based on the amount and type of packaging used, with larger volumes leading to higher fees. Businesses must track their packaging use and report it annually.
